the skinny is all here http://11foot8.com/faq/ however long story short there is a sewer running under the bridge. going down will cost the city millions and going up will cost the city millions while insurance covers the tab for the most part.

multiple warning features have been installed, people are dumb, the world goes on, and we get a show.

Wow the city is really stupid.. You could easily reinforce the bridge to get rid of the low lying struts supporting it and instead of blacktop repleace it with lowered concrete over the sewer. 

 

It would be more difficult to do maintenence but it would save the city a huge headache...

repair shops must love this bridge. at some point, wouldnt all the damages and the cost of the city cleanup crews outweigh the cost of some kind of permanent solution?
