1. Go on one of those many websites that allow you to download a youtube video's audio as an MP3
2. Download Audacity and use it to edit the MP3 file to what you want
3. Go to one of those many websites that allow you to convert an mp3 to m4r or the use Ringtone Maker app.
4. You have now elevated to the doorstep of being a superuser. Get rid of that iPhone as it will only feel more and more limitating from now on.

hell, on an android, i was able to just edit any sound in my DAW (i use Mixcraft), and simply drag it onto the phone, hold down the file and automatically use it as a ringtone or alarm....this iphone crap is retarded...too much red tape to go through just for 20 seconds of audio.
