Well the solution is obvious. Cuba's Communist government steps down, Communism is disbanded and the people vote on a Constitution for a Republic.
On another note, what more evidence does anyone need that the UN is an utterly bankrupt and worthless body.

The original excuse for the blockade on Cuba was "the threat posed by its alignment with the communist powers." (namely the USSR).
