You need more than just time and people to do something like that. You need a motivating purpose as well. And the purpose has to be powerful enough to capture the labor and dedication of a large group of people who at the time we're supposed to be nothing more than nomatic tribes who hadn't even domesticated goats yet. The site was built and maintained for a few centuries in the immediate aftermath of the sudden end of the last ice age and there's been a lot of discussion about how that came about and what might have existed in terms of civilization before it happened. And then the site was deliberately buried under tons of rock and ruble.
