Here's my proposel to the problem; Give them an area to live the way they want to away from others. Find a huge chunk of land somewhere warm and isolated and let them set up camp there. Transport them, feed them, drop off supplies once in a while, etc... Treat it like a refugee camp. Out of sight out of mind.
