Yeah, ban something idiots use "off topic". In Germany when driving a car if this sign is flashed at you it means "arsehole" and doing it is a misdemeanor.

They do have a constitution (Grundgesetz), which of course is different from that in other countries.
Personal insults (verbal or gesture) are not part of free speech in Germany, neither is denying the holocaust btw. Free speech is catered for, though:
Shouting at someone "arsehole" is an offense whilst telling them "In my opinion you are an arsehole!" is not.
Is this perfect? Of course not. But there are flaws in the laws of all countries some are more others are less stupid.
