Looks like someone resisting arrest and reasonable force being used to gain compliance. That hold, where the wind pipe is in the crook of the elbow, is designed to make a suspect pass out. Even after the guys sort of faints, he still refuses to give up his wrist.
All those bitches with their cell phone cameras out running their mouths can fuck off. They were not dropping elbows on the guy or cracking him across the face with their batons. Yes, in a rear naked choke it's diffcult to breath. You know how you avoid being put in a rear naked choke?
