"hurts the feelings of the Chinese people" is a rhetorical term they've used since Mao. It's often is coupled with stronger language when they want to rebuke something eg. "grossly interfered with China’s internal affairs, hurt the feelings of the Chinese people, and harmed Chinese-XYZ relations". It's nothing like what Winston is portraying it as. It's talking about about "national feelings" or "national dignity", not personal feelings.
