A labour camp is forced labour as punishment. There's nothing to show this is forced or punishment.

There's no evidence they were "taken", it doesn't even suggest they were coerced to join.
To earn $850/month in rural China he'd have to be doing much more high skilled than street cleaning so that "normal salary" claim is bogus. It doesn't even say whether he was employed when he joined the program.
