India didn't start early with lockdown or testing. They basically did nothing until mid-March then went into & national lockdown on March 24. I think what happened is they got hit late - by Feb 3 they only had 3 cases.
It's likely a ticking timebomb - they only have about 0.5 hospital beds per 100k people (typical range for developed country is 4-6 per 100k) & the country is quite ethnically & politically diverse with about 70% in poverty.
