Yes there are, several and yes i have without a motor mainly - free flight. The downside is how many gay dudes go to those beaches lol

Depends on the country. In the US they don't require any licence or even training (but it's highly recommended for obvious reasons). I started paramotoring a few years ago, here in Finland a license is required, but you get it just by doing the training so not really a big deal.
