It sets it apart from the crowd, rather than looking like everything else right now. Also, there's 100 different ways to desaturate an image all which gives you different looks and may draw less attention to things like the sky and more to geometric shapes, so I'd consider that art, It shows the filmmakers actually put effort or risk into the movie and didn't just churn out another oompa loompa looking skin tone blockbuster.
Anyway, you shouldn't be thinking about any of this while watching the movie.

Clerks would have been such a better movie if it has been shot in color. If Kevin Smith actually believed B&W were superior he wouldn't have filmed the sequel in color.
If you are looking for an example B&W done right, look no further than American History X. In that film B&W is used to convey that the scene is a flashback.
Again, filming an entire movie in black and white is nothing more than trying to be artsy for the sake of being artsy.
