What? in Belgium we even get our gas and electricity and water for free and there is now atleast a six month payment delay on houses so all you have to do is buy food with the money the gov gives you for free if you don't work, so basicaly everything is free besides clothes appliances and vehicles and gasoline, why would they cut off utility's? that is a basic necessity
