ST. PETERSBURG. October 10. /TASS/. Russia will respond toughly, if the Kiev regime continues attempts to carry out terror attacks on Russian territory, President of Russia Vladimir Putin said on Monday.
"If attempts continue to carry out terror attacks on our territory, Russia’s responses will be tough and by their scope correspond to the level of threats created for the Russian Federation," the head of state said at a meeting with members of Russia’s Security Council.
"No one must have any doubts about that," Putin stressed.
By its acts, the Kiev regime has put itself on a par with international terrorist organizations and, therefore, these crimes simply cannot be left unanswered, the Russian leader said.
As Putin said, "this morning, at the suggestion of the Defense Ministry and under a plan of the Russian General Staff, a massive strike by Russia’s long-range air-, sea- and ground-based precision weapons was delivered against Ukrainian energy, military command and communications facilities."

I remember some expert saying that Russia typically "levels" a place then sends in the ground troops which they didn't do for Ukraine as I assume they want to keep Ukraine going so as more easily return to a post war economic level.
So what is the plan if they have to withdraw from Ukraine? Will they level it then? Why not start with this?

They were hoping for a quick & painless victory/negotiation but it seems they messed up the intel.
The restrictions of the SMO are still in play, yesterday was more like an anti-terrorism operation, beyond the scope of SMO but only for a few hours.
Their next move is taking & securing those 4 provinces under SMO conditions unless they announce something different. The push of mobilized forces isn't likely to start until mid-December at least.
Russia has an SMO commander now & he doesn't muck around, maybe they'll switch it up to anti-terrorism op in December, might be up to what Ukraine/NATO/CIA/MI6 does between now & then. After Russia grabs those 4 oblasts, Ukraine will likely not negotiate & choose to keep firing on them so who knows what happens after that. Dimitry Medvedev is already calling for a regime change operation & he's deputy head of Security Council. Surovikin (SMO Commander) may want to do things his way which is probably more like what happened yesterday (his first day on the job). Putin is pretty conservative & he makes the final call on the big picture stuff like whether to upgraded from SMO or not.

I dunno much about him other than he ran the Syria op since 2017. That was somewhat similar in that they coordinated with the Syrian military plus several paramilitaries, mainly IRGC-linked: local, Iraqi & Lebanese paramilitaries/militiamen. It seemed to be pretty well-coordinated & effective against a formidible enemy - ISIS etc. who held over half the country before Russia entered in 2015.

So going from that complicated holistic approach to a no-nonsense commander solely focused on the Ukraine battlefield who can coordinate things there & has upgraded force at his disposal is gonna make NATO's job tougher. They're likely to escalate but not sure how.
