Russia's used a couple of hundred in the past 2 days to tickle Ukraine's infrastructure & hit a range of security buildings with <500kg warheads. It's still only a warning, it's far more likely Russia has thousands more where they came from, it would be stupid to believe they don't imo. And their production facilities are still making more, plus they've partially mobilised their weapons industry now.
