I don't think the hotel get's much out of them staying there, because it is so expensive and they don't get tourists now, the government probably said we take over your hotel for a duration, this is your compensation... (what you would make for 20 percent occupancy) or if single rooms a fifth for a room government makes deals destroyed places take deals...

Even some corporate rates are crazy. I've seen $400-$800/night 5 star hotels rent for $99/night.
