It exposes them to personal scrutiny. They have to write reports, answer questions - it makes them try to figure out "how did this happen" and that leads to other things. The short-term stimulation you seek to achieve by abusing law enforcement will, eventually, work to your detriment as officers realize what has been done to them and they refocus their attention on the source of the pain that has been caused to them.
