yep this whole thing began when cities started trying to save money on their police forces. not only has the training period been drastically reduced, but now training is usually not even conducted by police officers. instead, ex-military people do the traning, because these personnel are free, paid by the national government under the defence budget, and is the biggest reason why police mantra has changed from "keep the people safe" to "keep yourselves safe".
