He's right that China claims Taiwan is part of China.
He's wrong from there on. China doesn't "hold so much influence over the WHO". That's a lame conspiracy theory.
He then calls Taiwan a country. This is ignorant but I'll let him off the hook on that because Taiwan is a kind of de facto country.
Joe asks him how does China hold influence over WHO.
His answer (paraphrasing): "I don't know".
Cool story bro!
Then he goes on to pontificate about growth, goals & a bunch of other unrelated nonsense like Winston Churchill. LOL

What Taiwan seems to be & what it is don't really align.
Tsai Ing-wen is doing a lot of damage to Beijing-Taiwan relations. Her platform is based around separatism/independence so she feeds on friction between the territories. She was voted back in last year in large part thanks to the protests in Hong Kong but also because KMT is a bit of a mess these days. Her weak hand is her foreign relations. About 8 countries have withdrawn recognition of Taiwan overeignty since she took office in 2016, leaving them with just 14 embassies, none of which are in any countries that matter. It's become so bad that Washington had to bail them out a few weeks ago & create the TAIPEI Act which threatens the 14 countries with punishment if they "harm Taiwan's int'l status" or some shit. Without Washington's support Taiwan becomes an official PRC province overnight. Which is odd because US doesn't even recognize ROC sovereignty. It's just a way to fuck with China, it has been since US protected it in 1949, it's getting close to the point where this weird protection situation becomes unfeasable though.

And the fact is that if there were corruption you wouldn't have those corrupt transactions listed for you to use as stats. As you say, the US gives so much more than China. Why did the WHO man behave like that?

I find Weinstein's behaviour strange. And yours. Arguing or even suggesting that the WHO is acting a certain way due to corruption with no evidence or reasoning is kinda strange don't you think?
Weinstein tried to reason it out by waffling on about goals, growth, Winston Churchill, WWII & a bunch of other garbage. Dude's full of shit, making wild accusations to millions of viewers. Strange is an understatement.

Gaslight
manipulate (someone) by psychological means into questioning their own sanity.
"in the first episode, Karen Valentine is being gaslighted by her husband"
I know you're not insane, and I'm pretty sure I'm not insane (if so, I guess so is everyone else with the same puzzled reaction), so let's drop the ridiculous pretense and stop pretending like there was nothing odd at all about the interaction in the video above. This is where I'm sticking Dan - if you want this conversation to continue just address the man's behavior lol.

If you wanna start accusing me of gaslighting skeptoid, I won't wear gloves in my replies.
Why do you want me to explain his behaviour - it's you who's implying there's corruption going on & the only reasoning you've given is "strange behavour".
Now you want me to explain his "behaviour" to you. It doesn't work like that. You have to tell me what specific thing you're referring to otherwise it's a can of worms.
Why did the WHO man behave like that?
what behaviour are you actually referring to?
- reluctance to answer her questions about Taiwan's status at the WHO?
- hanging up on her?
- something else?

Well the question was inappropriate & he handled it awkwardly. The guy was on there as an science expert who'd just led a team into mainland China, not to talk about politics or Taiwan. Sure he could have handled it better but that's basically all there is to it.
She was trying to play games & politicise things. It worked. It worked on people who don't know anything about the the surrounding political reality of HK, WHO, UN, Taiwan & China. Eg. Eric Weinstein.
He knew what she was doing and tried to handle it diplomatically in the first question by saying "all the provinces of China have done well" but she kept pushing & it unravelled from there. I think she caught him off guard. He likely hoped to relay importat health information to her audience but instead got cornered into a political discussion of a highly controversial topic. What she did wasn't exactly unhelpful during a health crisis.
Since you've expected me to explain his actions, now it's your turn. Why did she push the point about Taiwan?
- what was her motivation behind bringing so much attention to that territory?
