That seems so bizarre because where I live, if you are pulled over and you do not have a driver's license, you are placed under arrest for a court appearance whether you step out or are ripped from the car. The same goes for driving an unregistered or uninsured vehicle. They will have your car towed if there is no licensed driver. Having an expired inspection sticker will get you the ticket to sign like this video.
I've grown up with that and it is the way to go or you have unlicensed drivers driving uninsured and unregistered vehicles all over the place. That's a shitshow. This guy even questioning the cop was bizarre to me because I would have been rightfully (in my opinion) ripped right out of the car and arrested instantly before I said a word. Police should give these "Sovereign Citizens" absolutely no time. Allowing them to continue increases their number exponentially. Ask them to get out of the vehicle 3 times, smash the window, taze them, rip them out of the car, handcuff them, and take them to jail. BOOM. Done.
