There is nothing fraudulent about re registering where you want to vote. As long as everyone gets just 1, it's fine.
If you cast in Georgia, then you can't cast a vote in Florida. Perfectly square.
If there was enough enthuesiasm I would reccomend conservatives in STRONG red states to start migrating to competitive swing states to spread the influential wealth.

As long as you don't get more than one vote I don't see an issue with it. If there is a legal matter to be adressed I would imagine you get screened out during the regristration.

Like I said. If it's fraudulent, then no one will get passed the registration process without fraudulent behaviour.
Now if he's appealing to those with the means to change where they live, or if they have two residences and would rather use their one vote in another state that's also fine.
