Several things I don't get here:
- The "sobriety test" is idiotic, ask them to do a breathalyser and that sorts the issue.
- After they finally did the breathalyser they arrest the man and try to handcuff him. This appears to be the law but WHY? With 1.08%o alcohol he can walk home or get a taxi. Do they have to take a blood sample? I thought with modern breath tests this is only necessary when the accused insists, in Europe at least. If they do they are taken to the station but not being cuffed.
- He tries to get away with the taser why on earth would they shoot at him? He is drunk, he won't run far, they have his address and his car....

I'm asking myself these same questions, Daff. Also, regarding the tazer, when he turns to fire on the cop, he could potentially incapacitate the officer and gain access to his gun - so I'm not sure if protocol would be to take the subject down to prevent this - but I'm also wondering why this turns into a foot chase in the first place, given as you say that they already got the guy's car.

Did you see the beginning of the video I posted? the guy passed out in a wendy's drive through, was completely incoherent couldn't find his wallet after having it in his hand and tried to say he had just gotten food as an explaination as to why he was where he was. In the developed world the guy gets his license confiscated and can get it back the next day (if he is sober) until the court decides what kind of driving ban he gets.
There is no need to cuff him. If you have to take him to the station you just do that.

Why are you defending this guy's DUI? he passed out in a drive-thru and couldn't manage the curb. He could have hit a person on his way home. And he's obviously intoxicated on a controlled substance as well. Arrest should be the consequence.

What the fun are you saying acdc? Daf's position is as valid as yours. With the tazer already fired once and one if not both needles embedded in the driver, by aiming at the cop at best he could electrocute himself. There's a definite argument to be made that lethal force was not needed here. I'm thinking you might need a quiet time out, also.
