there are a lot more details than are reported here. he was arrested and held for the legal 23 days without charge (this is the "hostage justice" system) and since he didn't confess and there was seemingly not enough evidence to proceed on he was then released but then re-arrested on a new matter, and this was repeated 5 times meaning he was in custody for more than 100 days - without being charged.
this is how japan's justice system works. people are coerced into confessing and so when they don't the police are pretty much stumped. because they rely so heavily on confessions they never have to do any investigative work, and so are quite unskilled at it.
