She's talking about having spies running for office as the opposition, secretly on their side. You know, the same shit the government does. So, basically infiltrating the republican party.

seemed to me all she was saying was the rich black folks don't stand for the same things the rest of the people do, and so the "sleepers" are people who can get elected by playing as a "support the rich" candidate, but actually relate to the problems real americans (and especially black americans) are facing.
the "other side" is not the republican party, they're the "these ain't the same type of black people i grew up with" types. they have some democrats already, so they need some to do the same in the republican party.
