yes it was clear from their plans both leaked and captured around the beginning of the war, the plan was to take kiev and install a puppet government. the plan specifically was to take the hostomel airport early and fly in troops to rapidly take out the government in kiev, well before the main body of russian forces could possibly reach the capital over land. you'll remember that in the early stages of the war that exact scenario played out, as russia captured the airport, but then counter-attacks destoryed many russian aircraft on the ground there, and also russian troop transports were shot down, ending the plan.
now they're clearly not going to achieve removing the government even with standard land forces, so they're pulling back those forces to help with securing the other aims - the capture of the 2 "breakaway" regions in the east, and securing a land corridor to the crimea which is the region containing the city of mariupol.
