they use them for the kamikaze drones. they might also be taking the fuzes out of them for the bombs they make

They probably use the propellant that was the shells as the explosive for the small ones. one shell could make about 25 to 30 small ones. The heads become big kamikaze's quite ingenious.
They recycle re-use and give their old stuff a second purpose, that is so European :)
