The guy is drunk, it is obvious, it is way more dangerous to make him balance beside the traffic than ask him straight for a breathaliser.

Would've been fun to hear all the side talk while they try to decide what to do with this guy. Whether to let him go or walk the line, whether to give him a breathalyzer.
Also .233 is a crazy amount of BAC. Say this guy is 220lbs and had been drinking for 6 hours, he would've had to consume over 17 beers.
If you are drunk and need to do sobriety test, just breath heavily it sobers you up keep doing it.
If you need to take a breathalyzer breath deeply in and out before the test soon as they present it exhale completely and take the deepest breath you have ever taken and blow as fast and hard as you can, it will register clean air if you did it correctly.

This appears to be effective in the 10% range so only of importance when no bloodtest is mandatory when on or near the limit.
