Seems to me the filter just isn't an all or nothing. Sound like going from 0 degrees to 90 degrees is enough to block almost all of them, but going from 0 degrees to 45, blocks some, allows some, AND deflects some at an angle.
That would explain why half way between 0 and 45 degrees isn't 75% but rather 85%. It's like adding multiple smaller angles causes the photons to be deflected more gradually in a spiral so that they continue to pass through the next filter, where as too great of an angle would stop all of them.
