yeah this isn't as clear cut as it seems. japan has a very "what can i do?" attitude, especially regarding parenting. if a kid is acting up the parent never does a thing, and if you press them on it they apologize for the way they are but do nothing to attempt to improve their behaviour. there's a couple of kids in every class who "can't" come to school, which means they fell out with friends some time or just decided they hate school or whatever, and when their parents tell them to go to school they just say no and that's literally the end of it. after a while the parents come in to school to meet teachers and discuss their kid but it's always the same conversation - "i tell them to go to school but they won't." then what do they do all day? "stay in their room either on their phone or playstation." you need to take away their advice until they start fulfilling their obligation to go to school. "oh, i can't do that." ...do they at least come out of their room to eat? "no i leave it just inside their door." well you need to stop doing that, so step by step they start coming out. "oh, no, i can't do that."
the girls are just as bad as the boys, but not much is expected of them and most just want to be housewives so they can stay home all day and do nothing anyway.
