upon further investigation, it seems a building inspection order was issued, and instead of that going to a building inspector it went to the cops, and the cops - being so incompetent - didn't understand how that was different from a search warrant.

Sounds completely plausible for US police unfortunately. One of a few reasons why I would never consider living there, even on a temporary basis.
