Kinder Eggs are not banned in Canada. Apparently we didn't have a problem with children trying to eat the prize in the middle and choking to death, or if we did a decision was made to do nothing perhaps for evolutionary reasons. But in the US they had to be banned. Just sayin'...

Im not an expert on law but i'm pretty sure that kinder eggs are banned because of an existing law about putting non edible stuff in food. I highly doubt the law was created just for kinder eggs.

I missed where he said the law was created because of Kinder eggs, but Mr. Obvious is very young and often gets specific details wrong, which I attempt to correct him on. If he has made a mistake I will let him know.
I found two articles - one of them suggests the law was created out of fear of children choking, but it could be wrong because, well, journalism these days.
