No they're not allowed for the most part. It's one of the biggest gripes people there have because in some situations it makes no sense. They have a complicated way of doing things that mostly works but the Shanghai govt messed up & should have locked down 2 weeks earlier. That's another major gripe people there have.
Not self-quarantining is part of some "break the chain" system they have. It's been pushed hard in Shanghai & charlatan9000 is highlighting every little strange thing he finds on Reddit & whacking in some retarded/fake context to go with it... bear in mind it's a city of 26 million people.
