Proof for that is that literally anywhere else in the world cops can actually stop you for no reason at all other than "general traffic stop" and this is hardly ever abused.
In Castile's case though I would recommend people to look at his history, driving with a suspended license and without proof of insurance THAT OFTEN of course will get you stopped way more than average, searching for a car in his name on the police computer WILL of course raise a red flag.
How DUMB do you have to be not to have proof of insurance on you? ESPECIALLY when you don't have money to pay the hefty fine!
