The beach along the Holland Point Shoreline Trail, along the Dallas Road waterfront, Victoria, BC, Canada. Can't really see why the stairs are closed... Any ideas? Maybe they just had a spare "Stairs Closed" sign & just found some stairs to use it on...

imagine your at the beach and your getting into to argument. like wether or not spock could take khan in a 1 on 1 hand to hand combat(star trek into darkness) and you leave in fervor. as your walking up the steps you sprain your ankle and loose your balance. as you reach out for the railing to right yourself,you realize it doesnt have one. you fall to the side, breaking your wrist which you stuck out in hopes of stopping your fall and tumble down the embarkment to the bottom. having spent the week in the hospital, spikednation is closes down due to your inactivity and your open litigation against the city for not having raillings.

That is probably the correct answer. Anything you see that is constructed you instantly assume to be safe...that stairwell does not appear to be specifically safe. But if you're out in the woods and you see a tree trunk that's fallen across a stream, you don't assume that it's safe...you assume responsibility if you slip off and fall in the stream. But if you walk down that stairwell and trip then you can blame the creator of the stairwell.
That's the world we live in now.

thinking about the liability. i dont think the railing was the issue anymore. bc codes say you need a railing for stairs that have 3 or more risers(steps). thats an easy fix. but looking it up, bc has done it before when the foundation that the stairs are built on are considered unstable.

so it probably had railings on both sides. they removed them and put a railing across.
if you go back see if you can see holes in the concrete at the base of the stairs.

alos, there is probably an issue with the water line and the elements affecting the stairs themselves, and the local government has deemed them to be "too much of an issue" putting up the sign and what not gives them a way around lawsuits and the like.
