Can't figure out why the boom was extended like that or even why there was an operator in the cage at all.

Yes, I was wondering that. By the looks of it it isn't extended, And I think you can only "drive" it from the controls in the cage. the controls on the body can only move the arm (plus you don't want to be standing close to that when the thing moves.

hydraulics are polly bust, no other reason imo why it's in that configuration. You have a pad with controls, on the ground, probably bust to. That leaves the controls in the bucket as the only option unless you spend money on an on-site tech... and they clearly dont wan't that bill. Then there's the rent to the city and the possibility of a work safety inspector showing up!
