man there are a lot of layers to this. the guy he was interviewing was a superior, from a different department, and was perhaps a more "real" cop (as in not just highway patrol). with the lengths cops will go to to protect "one of their own", i wouldn't be surprised if the highway patrol officer was literally afraid and seeking to keep the peace.
