It is a liability thing to charge people 12k to enable this and then still switch it off? I think not.
Also their "switching off" is based on the asumption that someone who was incompetent has fiddled with their car.
To me it is more like they put stuff in there that is either not fit for lifetime use or they want to force people to user their aftermarket parts and services, probably a mix of both.
Other manufacturers of fully electric vehicles don't do that.
