This is Belgian TV at it's finest :) seen this when it was aired, i think it was ''man bijt hond'' ''man bites dog'' a program with real weird and funny habbits, like ppl who have their christmass decoration up all year and stuff like that, and a guy who cleans septic tanks, and shit like that

This is a Flemish accent, it is Dutch just Flanders has manny accents of Dutch, i speak the Antwerp dialect the old man in the video is from Brabant i think, wich is just below the province Antwerp.
